Hours of work: Standard full time hours are 35 per week, Monday to Friday. Flexible working hours including generous time off in lieu arrangements. We also offer agile working with a blend of home/office working. A working from home allowance is also provided of £50pcm.
Salary: SCP64 –SCP72 -£78,486- £94,806
Car: Business mileage paid at current HMRC mileage rates.
Pension: 10% employer’s contribution to company pension scheme with 3% mandatory employee contribution. The pension scheme is a salary sacrifice scheme operated by Royal London.
Annual leave: 28 days annual leave, plus paid leave for all statutory holidays rising to 29 in the January following 2 years’ service and thereafter a day per year until the maximum limit of 30 days.
Probation: Your employment is subject to a probationary period of 6 months from your start date.
Notice period: Three months on either side.
Sickness pay: Generous sickness pay, plus enhanced maternity, paternity and adoption pay.
Health Plan: Tax-paid provision of HSF health plan.
Training: Excellent training opportunities, college and NVQ fees, plus study and exam leave.
Professional subscription: One professional subscription paid per annum.

JOB DESCRIPTION
GENERAL AIMS
- Provide strategic leadership for the IT function, ensuring alignment with organisational goals.
- Lead the Business Improvement & Digital Innovation functions by overseeing the Business Transformation Strategy.
- Actively contribute to corporate management and lead the development of the Corporate Plan.
- To develop and review the Business Continuity Strategy and value for money strategy identifying the necessary steps to limit, remove or control risk and to protect the organisation’s ability to function.
EXECUTIVE
- To contribute to the achievement of corporate objectives by playing an active role in Executive meetings.
- To research and develop strategic options and to contribute to the development and review of the corporate plan.
- To provide accurate reports and information relating to the work of the IT and Business Improvement functions.
- To actively contribute to policy development and continuous improvement by responding to consultation exercises and participating in working groups and briefing events.
- To assist in leading the development and introduction of relevant new products, services and plans and to participate in corporate business development activity.
- To actively participate in the review of risk and assist in putting controls in place for minimising, eliminating and managing risk.
- To work as part of the Exec by supporting external and internal audit including specialist audit services and ensure the timely implementation of recommendations.
- To represent the organisation and lead negotiations on agreed projects with local authorities, external agencies and partners.
DIGITAL INNOVATION & BUSINESS IMPROVEMENT
- Drive the strategic adoption of emerging digital technologies to enhance service delivery and operational efficiency.
- Lead the development and implementation of digital transformation initiatives across the organisation ensuring robust performance measurement.
- Champion innovation by leveraging AI, automation, and emerging technologies to transform service delivery collaboratively.
- Establish partnerships with technology providers and research institutions to stay ahead of digital trends.
- Ensure robust digital governance frameworks are in place to manage data privacy, cybersecurity, and ethical use of technology.
- Oversee the integration of digital platforms and tools to streamline internal processes and improve staff and tenant experience.
- Monitor and evaluate the impact, on FCHA's overall performance, of digital initiatives using performance metrics and feedback loops and other project governance arrangements reporting to Board where appropriate
- Promote digital literacy and build capability across all levels of organisation.
- Identify opportunities for automation and artificial intelligence to reduce manual workloads and improve decision-making.
- Align digital innovation and wider ICT strategies with the organisation’s long-term goals and Social Value objectives.
INFORMATION TECHNOLOGY
- Lead the development and execution of FCHA’s ICT Strategy, ensuring effectiveness, cybersecurity, and value for money.
- To lead on the development of a corporate ICT security policy ensuring it is regularly tested and is fit for purpose.
- Ensure that data integrity and ICT security controls are maintained and always monitored, ensuring any issues are reported in-line with policy.
- Oversee the development / procurement of new, and upgrade existing systems to meet business needs, and review IT facilities on an ongoing basis.
- Conduct process-mapping across the organisation, making recommendations at a strategic level for improved working by more effective use of ICT and liaising with relevant managers over implementation.
- Oversee the management of the association’s databases, ensuring that reports are produced and integrity of data always maintained.
- Oversee the management of the ICT team to develop in-house IT functions and ensure a high level of ICT support and training is always available.
OTHER FUNCTIONS
- To enable the Boards and Committees to fulfil their responsibilities through effective planning, research and presentation of reports.
- To attend Board and Committee meetings and support members so that they can set strategy, make effective decisions and monitor performance.
- Champion and role model behaviours for FCHA leading and encouraging all employees to deliver a high-quality, right first-time service.
- Uphold the association’s Code of Conduct and adhere to the association’s standing orders and policies and procedures, maintaining good working relationships across the Association, setting high personal standards.
- Lead the IT and Business Improvement teams to achieve strategic objectives in partnership with other organisations and enhance their contribution and reputation through active participation in corporate initiatives.
- To ensure that budgets are appropriately set and controlled.
- To ensure that external partners and other service providers are briefed clearly on the service required and appropriate procedures are in place for monitoring the performance of service provision and addressing poor or failing performance.
- To ensure that the effectiveness of staff teams is achieved through recruitment, development, training and appraisal.
- Undertake any other duties as may be reasonably expected commensurate with the post and remuneration.
- Undertake all Health & Safety Responsibilities relevant to the role as outlined in the organisational Health & Safety Policy and in line with relevant legislation.
