Project Director – Infrastructure PMO & Project Controls
Location: London 3-4 days a week with 1-2 being remote.
Package: £90,000–£100,000 + Car Allowance + Bonus + Benefits

Role Overview
We are looking for an experienced Project Controls professional to lead the project controls function within a central Infrastructure PMO. This senior role will combine strategic oversight, technical control leadership, and client engagement. You will own the commission responsible for control reporting, governance, risk, and performance assurance across major infrastructure programmes, and act as a senior adviser both internally and with client stakeholders.
Key Responsibilities
- Provide overall leadership for project controls across infrastructure projects (cost, schedule, risk, change, governance)
- Develop and drive a controls strategy and roadmap – improving maturity, consistency, and robustness of control frameworks
- Act as a senior-level interface with clients, offering expert commercial insight, performance analysis and decision support
- Lead forecasting and scenario modelling, including variance analysis, risk quantification, and mitigation planning
- Chair / facilitate control and change boards, risk workshops, and steering committees
- Ensure control processes are embedded, well-governed, and continually optimised
- Translate control data into strategic business insight, enabling better decision-making at PMO and executive levels
- Mentor and influence a team of control professionals (even if not directly managing headcount), building capability and encouraging best practice
Person Specification
Essential Experience & Skills:
- 8+ years’ experience in project controls, PMO, or infrastructure delivery, including senior leadership or director-level responsibilities
- Deep expertise in cost management, scheduling (e.g. Primavera P6 or equivalent), risk, change, and governance control disciplines
- Strong experience with NEC contracts
- Demonstrable experience of running or shaping a PMO controls function or centre of excellence
- Experienced with earned value management (EVM)
- Proven track record of working with clients at senior levels – providing control insight to support commercial and delivery decisions
- Excellent stakeholder skills: able to influence, present, and advise at executive level
- Strong analytical and strategic mindset: capable of turning complex control data into actionable insight
- Prior experience with large-scale infrastructure programmes (e.g. rail, energy, transport, utilities)
