Cumbria is entering a bold new chapter.
The creation of the Cumbria Combined Authority (CA) marks a once-in-a-generation opportunity to unlock the full potential of one of England’s most distinctive places. With devolution bringing new powers, new investment and a directly elected Mayor from May 2027, the Authority will play a central role in driving inclusive growth, improving public services and championing the needs of communities across Cumbria.
As we establish the organisation, we are seeking exceptional, values-driven leaders to join us on a temporary (interim) basis in three statutory officer roles. These posts offer a rare opportunity to build an organisation from the ground up, set the foundations for long-term success and leave a lasting legacy for the people of Cumbria.
A career-defining leadership role
This is a unique opportunity to become the inaugural Chief Executive and Head of Paid Service of the Cumbria Combined Authority.
As the Authority’s most senior officer, you will report directly to the Mayor and the CA Executive Board and will be responsible for translating Cumbria’s long-term ambitions into real, measurable impact. You will lead the organisation through its formative months, ensuring strong governance, statutory compliance and disciplined delivery of investment programmes that drive inclusive growth.
From May 2027, you will act as the Mayor’s principal adviser, shaping policy and delivery across all devolved functions and serving as the Authority’s primary interface with central government. Your role will be pivotal in ensuring the CA is fully prepared for a smooth transition to a permanent Chief Executive later in 2027.
Your leadership will be central to:
- Designing and scaling the CA’s teams, systems and services
- Building a collaborative, high-performing, values-led organisation
- Driving innovation across place-based delivery, housing, transport, skills, public safety, health and wellbeing, regeneration, environment and net zero
- Forging powerful partnerships with government, business, education, research, the voluntary and community sector and local communities
- Representing Cumbria at regional, national and international levels
